Our Team

CYS is overseen by a Youth Group Council, a Core Advisory Council and a nominated Board of Governors, who is appointed by a Board of Trustees. The board consists of senior public, private, and people sector figures who work alongside the council to ensure good governance and fiduciary responsibility. On a day-to-day basis, the organisation is run by independent youth volunteers who are occasionally joined by trainees and interns.

YOng ying-i (Chairman)

Ying-I is Chairman of the Central Provident Fund Board and Senior Adviser (Smart Nation & Digital Economy – Research, Innovation, Enterprise) at SNDGO, Prime Minister’s Office.  She chairs SG-Innovate, a Government-owned high-tech venture-building entity, and serves on the Board of SingTel, and its data centre subsidiary, Nxera. She is also Dy Chairman of the Singapore Symphony Group and a board member of the National University Health System. 


A career civil servant, Ying-I was Permanent Secretary (Communications and Information) and Permanent Secretary (Cybersecurity) prior to her retirement from the Singapore Public Service in 2022.  She has served in many ministries across many fields, including as Principal Private Secretary to then-DPM Lee Hsien Loong and as Permanent Secretary of 3 ministries and 3 PMO departments.  She has also chaired the Infocomm Development Authority, and a number of other Statutory Boards and Government entities.  


In her career across many appointments, Ying-I has also been closely involved in developing the Public Service’s human resources, in particular its leadership & talent pipelines.  She has also held many leadership roles to strategize and develop Singapore’s science, technology and innovation ecosystem.

Professor Annie Koh is Professor Emeritus of Finance (Practice) at Lee Kong Chian School of Business, Singapore Management University (SMU). She is a renowned conference speaker, panel moderator and commentator. She chaired the Asian Bond Fund 2 supervisory committee for the Monetary Authority of Singapore from 2005 – 2023 and is currently a committee member of Singapore’s Customs Advisory Council. She has recently been appointed board member of Singapore Food Agency with effect from April 1st 2023. 


Professor Koh is currently Chairman of Prime US REIT and an independent director of AMTD IDEA Group, Prudential Assurance Company Singapore Pte Ltd and Yoma Strategic Holdings Ltd, and a board member of EtonHouse Community Fund (Charity). She previously served on GovTech, Singapore’s CPF, HMI, K1 Ventures boards, and was a member of the World Economic Forum Global Future Council from 2019 – 2022, and the HR Industry Transformation Advisory Panel from 2018 – March 2023. 


Professor Koh also advises selected single-family offices and privately owned enterprises such as Flexxon Pte Ltd., JCK4Life and TOP International, and startups such as Dedoco, Float Foods Pte Ltd, Hyperscal Solutions Pte Ltd, Pyxis Maritime Pte Ltd, and non-profit organisation such as Cyber Youth Singapore. She has been an investment committee member of iGlobe Partners since July 2010, advisor to CUBE3 Ventures since October 2021, and Asia Food Sustainability Fund since February 2022. Previously held leadership positions at SMU before January 2021 include Vice President for Business Development; V3 Group Professor of Family Entrepreneurship; Academic Director of Business Families Institute and International Trading Institute; Associate Dean, Lee Kong Chian School of Business; and Dean, Office of Executive and Professional Education. 


Professor Koh received her Ph.D. degree in International Finance as a Fulbright scholar from Stern School of Business, New York University in 1988. Her research interests are in Family Office and Family Business, Investor Behaviour, Alternative Investments and Enterprise Risk Management. She co-authored Financial Management: Theory and Practice, 2nd edition (2021), and Financing Internationalisation – Growth Strategies for Successful Companies (2004), co-editor of Asian Family Business: Succession, Governance and Innovation (2020), and author of a number of Asian family business cases and survey reports. In recognition of her contribution to education and the public sector, she was awarded the bronze and silver Singapore Public Administration medal in 2010 and 2016 respectively, the Adult Education Prism Award in 2017 and the Tripartite Alliance Award in 2023.

Liew Nam Soon

Nam Soon is EY Asean Regional Managing Partner and EY Singapore and Brunei Managing Partner. He is a member of the EY Asia Pacific Area Operating Executive and EY Global Practice Group. Nam Soon has consulting and industry experience in business strategy; transactions; business and technology transformation; operations; Fintech; risk management; governance; compliance; managed services. He has also worked extensively in the Financial Services and Technology sectors. Before he joined EY, he held a number of leadership positions in global professional services firms and a financial institution.

Nam Soon leads EY teams to help clients create business value, digitally transform their businesses, focusing on sustainability and building ecosystems and alliances across different industry sectors and government.

He is a strong advocate for economic opportunity, social mobility and lifelong learning.

He is also a board member and advisor to several key private and public organisations in Singapore.

Howie Lau

Mr Howie Lau is Managing Partner of Corporate Development and Partnerships for NCS Group, with oversight of marketing, communications, partnerships, M&A, innovation centres, sustainability and government relations. Prior to this, he was the Assistant Chief Executive of Infocomm Media Development Authority of Singapore, a government agency responsible for the technology, telco and media industries as well as Singapore’s digital economy. He was previously the Head of Consumer business and Chief Marketing Officer at StarHub, and Corporate Vice President of Corporate development at Lenovo. He serves on a number of boards and advisory committees and graduated from National University of Singapore. He has been recognised as IT leader of the Year 2020 by Singapore Computer Society, and received the Philip Kotler marketing excellence award 2018 and NUS outstanding alumni award 2009.

Annie graduated from The George Washington University with Masters in HR and Masters in Counselling from Monash University. Jeffery Tan

Jeffery is Group General Counsel; Chief Sustainability Officer; Director of Legal & Corporate Affairs; and Company Secretary of Jardine Cycle & Carriage Ltd, which is listed on the Singapore Exchange. He is responsible for legal, compliance, company secretarial, sustainability, communications and public affairs. He is also the Chief Executive Officer and Company Secretary of MINDSET, a mental health charity of Jardine Matheson in Singapore.

Jeffery was previously Group General Counsel, Chief Compliance Officer and Board Secretary for UTAC Holdings Ltd. He has over 30 years of legal experience with Allen & Gledhill, DLA Piper, Siemens and Motorola. He was also the President of Motorola Singapore for five years.

He is a Board Member of the Singapore International Chamber of Commerce, MindForward Alliance Singapore and One Mind’s Global Guiding Council.

Mr Tan has an LLB (Honours) from the National University of Singapore. He is a senior Advocate & Solicitor of the Supreme Court of Singapore, and a senior Solicitor of England & Wales. He also completed executive education at Kellogg School of Management and MIT’s Sloan School of Management.

 

David Chua

Mr David Chua was appointed as the first Chief Executive Officer of the National Youth Council (NYC), an autonomous agency under the Ministry of Culture, Community and Youth (MCCY). NYC oversees two key operational divisions – Outward Bound Singapore (OBS) and Youth Corps Singapore. NYC drives holistic youth development at the national level, in partnership with public and private sector agencies. It engages young Singaporeans, sends them overseas for growth and exposure, tracks youth trends and capacity builds youth sector organisations.

David is also the Chairman of the Board of Directors at *SCAPE, a Company Limited by Guarantee (CLG) under MCCY, that runs aspirational programmes for youth. Prior to joining NYC, David served for 22 years in the Singapore Armed Forces.

Caecilia Chu

Caecilia is the Co-Founder and CEO of YouTrip, a regional financial technology company dedicated to creating a next-generation digital banking experience in Southeast Asia.

Prior to founding YouTrip, Caecilia worked at Citi overseeing growth investments in the technology and consumer sectors. Before that, Caecilia worked at McKinsey advising financial institutions across Asia on product and growth strategies. Her fintech experiences prior to YouTrip include positions at Lufax, China’s leading online wealth management platform, and QF Pay, a mobile payments company backed by Sequoia China.

Caecilia was named to the global list of Top 50 Financial Technology CEOs in 2021. She was recognised as Top 10 Fintech Leaders in 2020 and 2021 by the Monetary Authority of Singapore. She was awarded Tech Leader of the Year by the Singapore Computer Society in 2022, and Her World Young Achiever of the Year in 2023. Caecilia is a member of the Board of Directors at SGX-listed iFAST Corporate Ltd as well as Board of Governors for Cyber Youth Singapore. She previously chaired the payments subcommittee for the Singapore Fintech Association.

Caecilia has an MBA from Harvard Business School and a bachelor’s degree in finance (summa cum laude) from The Wharton School of the University of Pennsylvania.

Dr. He RuiMin

Dr. He Ruimin is Singapore’s Chief Artificial Intelligence (AI) Officer, where he leads a multi-stakeholder effort to achieve Singapore’s strategic AI objectives, including developing and implementing Singapore’s national AI strategy. He is also concurrently the Singaporean government’s Deputy Chief Digital Technology Officer. Ruimin is also a member of the United Nations High-level Advisory Body on AI.

Ruimin has a BS in Electrical Science and Engineering, and a PhD in Economics, both from the Massachusetts Institute of Technology.
